This list of trackers, along with a torrent info hash (such as ae8fb99f41b99da0818108897e07ec7fb8ebc63d) can be used on tools like romanr.info/magnet.html to make fully functional torrent magnet links.

How this list was obtained

I started from an old, much larger list that I use to add to my torrent downloads, then I filtered them based on how they respond to my torrent client (Transmission). Here is the Shell+Perl script, documented for myself, on how to obtain it again:

Then the result is sorted and filtered in a spreadsheet based on each server’s response. Removing the non-responsive servers and keeping the ones that responded at least zero seeds. Then I manually added the trackers that appear on http://coppersurfer.tk.
